Salut, le plus simple serait d'utiliser PiVPN qui est très franchement très simple d'utilisation et qui tourne très bien sous Debian 9.
La touche "espace" permet de SELECTIONNER ! "Entrer" pour CONFIRMER
apt-get install curl -y
curl -L https://install.pivpn.io | bash
Voila les options après l'installation ex :
pivpn -a // Créer un fichier de configuration

PS : Je ne vois pas pourquoi le fichier reçu ne fonctionne pas..
Normalement du coté client il faut juste faire, et bien sur reboot le VPN après l'installation :
apt-get install openvpn -y
openvpn FICHIER.conf
